David Payne

Planning Manager, SEERA

David holds a degree in Biology and an MSc in Urban and Regional Planning and spent the first part of his career with the RSPB in the North West, South West and latterly in South East England as a Conservation Officer. After working as Regional Government Liaison Officer with the Environment Agency, during which he was seconded to both SEEDA and the Assembly helping embed sustainable development into policy and practice and leading the drafting of the Sustainable Development Framework, he joined the Assembly full-time as Regional Planner in 2001.

David currently leads on sub-regions and environmental planning issues, working closely with the Assembly's Natural Resources and Climate Change Advisory Group. Current areas of work include renewable energy, waste planning, climate change, water resources, water quality, flooding, and biodiversity. He leads for the Assembly on two EU Interreg projects: ESPACE (climate change) and European Waste Management.
